The objective of this document/file is to allow research oriented parties a quick scan of the 'landscape of science policy and research organisations' in Europe.

 

The objective is to focus on formal EU organisations to begin with and then follow the lines ‘down’ to individual organisations that are (fully) hierarchical related to the EU organisations. The list is neither complete nor conclusive; the number of websites resulting from the numerous initiatives resulting from the Framework Programmes must be infinite!

 

Sometimes less formal yet clearly ‘European’ organisations turned op in some inventories, these are listed below too as the exact relationship with formal EU organisations is not clear.

 

Countless national organisations that start their formal names with ‘European…’ or ‘International…’ without mingling in EU affairs, were not included. You are referred to the country reports for those.

Since the EU*) is not ‘a country’ in the same way as other countries are countries, you will not find the hierarchy of ‘Ministries’ on science, research and technology etc. So an introduction –as short as possible– might be handy.

 

The EU is a networking community of independent and autonomous Member State Countries (MMS) with a legal status. It has several points with “hierarchical” powers and rights of initiatives. Ah, ‘European Commission’, what is that and what is a ‘DG’ ?

 

  1. The European Commission (EC  http://www.ec-gis.org/) is a group of selected people  in charge of the apparatus that makes the union work. It is the policy level. www.europa.eu/comm/dgs_nl.htm.
  2. A DG is a Directorate General and there are a number of them: www.europa.eu/comm/dgs_nl.htm.  Some of them have something to do with science, research, technology, education etc. and like Ministries of MMS, it is the ‘government’ level. It is run by a EC member.
  3. The actual hands on structuring and organising that policy into programmes for real science and research, is done by a number of agencies and special organisations www.europa.eu/inst-en.htm. 

The actual research etc. is done in specific research organisations (see Institutes. 2, Groups. 3, Miscellaneous I. 4 and Miscellaneous II. 5.)

  1. Participation is possible in special programmes such as the 6th Framework Programme and the upcoming 7th.
  2. There are programmes to connect EU research with research in non EU countries, for instance in the ASIA Link Programme. Norway, Switzerland (2004; http://dbs.cordis.lu/cgi-bin/srchidadb?CALLER=NHP_EN_NEWS&ACTION=D&SESSION=&RCN=EN_RCN_ID:21461) and Israel (2007) have formal agreements. And in other cases, there is another option for research organisations from non EU countries to participate in EU research it also possible. The Commission’s decision COM (2001) 822 final, article 6, allows such participation if the proper conditions and terms are met. Other known alliances lately are:

Do not confuse the EU’s European Council (and all those ‘European Councils for …..’  the Member State’s Ministers attend to) with the Council of Europe (www.coe.int) who hosted the EU in its very early days. This CoE alliance of 49 Member States organises a number of organisations, like:
